To program a 16F690 DIP it implies an adapter is needed/
Does this make sense? I don't see such adapters

This DIP chip shares same programming pin out with DIP 8. Here is whats going on:

In order to be programmed, the chip first 8 pins must keep same location as DIP 8. However, there are two pins can not fit into the ZIF. See two arrows in red. The chip is too long.

The chip can be programmed if you can bent the last two pins to flat. OR drill two small holes on the ZIF, OR even cut off last two pins. :-) not a joke!

Sure you can make a customized adapter for this chip. Just mapping the first 8 pins to the ZIF programmer socket.

I have adapters for PLCC etc.
The GQ-4X has a 40 pin ZIF already, what does the adapter do?
It programs 40 pin chips natively what is the purpose of the adapter?
