 another sst27sf512 + dual not working

I have a willem dual power, 0.97ja, sst27sf512(brand new), correct cable that came with the burner, I cant erase nor burn.
I've followed the following jumper settings.

DIP 3 5 7 8 9 on(as in the pic in the program)
VPP jumper on bottom 2(normal)
jumpers set for pcb3b
JP1 and JP2 set at normal for when i try to read or burn
extra jumper on JP1 for erase
The 2 jumpers set at 12V(normal)
The jumper under that at 5V
using ac adapter, with jumper set accordingly




I've tried 5 different chips bought from xenocron, so it's unlikely all of them are bad. I also followed the instruction on xenocron

Here's what i've tried:
start with a fresh chip, erase(with jumper in), pops up the "set jumper for W......", i hit ok, bar goes to 100%, says erase ok on the bottom. But when i do a blank check, it fails. I tried to burn it anyway, I unplugged everything, close problem, remove one of the jumper from JP1, load bin, hit burn, bar goes to 100%, but it gives me an error on the bottom offset0x0000.

I've also tried burning a brand new chip without trying to erase first, same error.

After i try to erase, I hit read, and looked at the buffer and it was not all FF, even though it said erase ok. so the blank check is right. I also tried to read a brand new chip, and it was not empty neither.

I also tried the test H/W tab and mesured the voltage according to instructons i found on another site, dont remember the exact numbers, but they were fine.

Anyone has any clue what's wrong?

forgot to mention, the lights light up fine, VPP and Power on, program would come on when i try to read erase or burn.

I tried to burn at offset 8000

also tried 0.98d6 w/ the 2 jumpers set at pcb3.5, same problems.
