error erasing

i am trying to erase and program a windbond w29co20-12 chip and it keeps giving error erase chip fail(time out) i am using the following divice setting (w29co20) is this correct if not waht is the right settings

Chip type selected is correct.
I did not find any thing wrong if your jumper and DIP setting is correct.
Bad chip?
