I'm new to programming ICs.

I want to purchase a programmer for the PIC18F252 chip, but I also want something that can can expand to be used with other chips.

Since I am new, I also want something that is EASY TO USE!

Is it possible to use the GQ-3X with the PIC+ adapter to program the
PIC18F252, and which software would you advise for EASY use?

The GQ-3X not support 18FXXX PICs yet. It iwll supports 18FXXX in the future.

You may want to take a look on PRG-023 Enhanced Dual Power Willem Programmer (PCB5.0C)
http://www.mcumall.com/comersus/store/comersus_viewItem.asp?idProduct=3199

It supports this chip.
