Some info about this eproms:

If you ever buy this eproms you must know that
the programming voltage is set at 21V by the manufacturer.

But if you try to program them using that voltage the success will be about
10 %. The programming voltage of 21V is printed on top of the eprom chip.

The solution i found is to increase the programming voltage to 25V and everything is OK.
I successfully tried 27 eproms of this type and all
had errors with 21V but success with 25V.
I tried to erase 5 of them and reprogram and all is OK because
i was afraid that 25V will destroy the eproms. Reprogramming is just fine.
