I have received a chip which should be PIC16F628. It has 18 pins. I can't recognize any writing on top of the chip - somebody has written something other on top of the chip.

GQ-4X displays the following when I issue "Get ID":

Device ID (Hex): 1060
Manufacture: MicrochipTechnology
Type: Unknown Device
Revision: 1028

I tried googling on the device ID, but I found no information.

The ID is not correct.

The PIC16F628 chip is tested on GQ-4X. So, please make sure your chip is OK and all pin contacting are correct.
