Hi!
Would I increase the performance, speed or anything by using a 9V power supply while the programmer is connected to a standard USB port?

Anotehr question: what's the max. and min voltage for the external power supply?

Using an external power supply does not increase the speed much. But it will increase the stability when you programming high current devices, such as NMOS EPROMs. Just like 2716,2732 etc.
The DC power supply should be 8V-12V, 200mA or above. The on board regulator will convert those voltage to 5V.
