I have the programmer GQ-4X and i would like to change my PC.
Is this programmer compatible with Windows 8.1 64bit ?

Yes. You can download latest version software. It works on both Windows 7 and Windows 8.

Yes. The software works with Windows 8.1 64bit .

However, the USB driver need to be installed after disabled the Signature enforcement.
