when reading 93c56 chips either 8 or 16 bit I seem to always get FFFF in locations 0 and 1 and there should be data there what am I doing wrong attached is a bin file

Try slower speed and see if it makes different.

Also, write the correct bin file to see if it can be programmed correctly.
