Its a PLCC32 package chip & I am using the PLCC32-DIP32 Adapter.

Any idea why it cant erase it?

Try to use slower speed.
Try any other type of flash chips on PLCC32 adapter. This is to test the adapter.
If you are sure the chips and adapter are good, then you may need to send back the the programmer and chips for checking.

Try to use lower speed on 25X40.

If you are sure the chip orientation in ZIF socket is correct and you are using latest software Re 3.01B or later, then the programmer may need a check.
Please contact support@mcumall.com to arrange a return and exchange.

I sent my programmer back and they checked it out. Said it was working ok & the 3.03 beta version fixed the software bug on unlock of the 29F010 feature.
http://www.mcumall.com/download/TrueUSBWillem/GQUSBPrgRe3.03Beta.zip

It also IDs the 25X40 & 25x80 chips i could not ID b4.

I must say the sales and support people do a great job.

Can you ID the chip correctly?
Did you check if the chip sectors been locked up? and try to unlock it if so.
