I have a hand full of TMS-2532JDL-45 chips and the GQ-4X True USB Universal Programmer, and I'm trying to burn a new version of a ROM to them. It gets to 4% on any of the chips and says:

Write failed, Address=0x000000, Buffer=0x86 Device=0x00

The odd thing about this issue, if I read from the chip first (because most aren't blank) then write back the same information it succeeds and is able to verify the information written on them.

If anybody would provide some insight into what I might be doing wrong that would be really helpful, Thanks.

If you read the chip first and then write the chip, there is no data changing. So, it looks like writing, but not writing anything.

Only TMS2532JL is working on GQ-4X. Your TMS-2532JDL may not work, only reading is OK.
