ok found a chip cross reference page you can download it says that for a Winbond W49F002U and W49F020 2M (256X8) 5volt it lists a Amtel AT49F002B and states it is a 100% drop in replacement For it the Windbond for the Amtel. so is the Windbond 49F002UP128 the same as a Windbond W49F002U and would the Amtel AT49F002B be the same as the AT49002 listing in device Flash 29/39/49XXX - 29/49F00X - AT49F002 or AT49F002(N)T and could I use its setting to Program the Windbond W49F002UP128. and since its a PLCC and not a dip would the PLCC32-DIP28 work or would I need a PLCC32-DIP32 socket and it says something about [pin #reset/vpp(12v)] so what do I apply 12volts to the reset pin

If your chip is protected, then check that check box will be able to erase and write.
If you chip is not protected, then you do not need check that box.
However, if you are sure you want to erase/write whole chip, then you can always check that box.
