Using The Enhanced/Dual power Willem Programmer

Hello,
i have the Dual Power Willem Universal EPROM Programmer and
i want to program the PIC16F877A thru ICSP but with no luck.
When i click electronic Id button it displays ???? in Device Pic Name.
The problem is that when programming the PIC return "Error verifying PIC"
The pins of ICSP (J5) in my programmer is from bottom to up:
1. VPP
2. Vcc
3. GND
4. RB7
5. RB6
When i check the voltage from every pin i have
vpp = 12.5 volt
vcc = 5v
rb7 = about 0.7
rb6 = about 2.7
I use DC 9 volt power.
The software i use is 0.97ja.
What am i doing wrong ?
I programming 2716 and 2732 eproms with no problem at any voltage.
Please help!!!

Double check you connection again.

You mean to check the ICSP pin connection or something else ?
