Ok, so here it is, this thing wont program at all. I am currently trying to program a 16f88 and a 18f4620, I change the one jumper for both to 2-3 and 1-2 respectively, and the other jumper is on 2-3 all the time. I also am placing the PICs in the ZIF slot according to the silkscreen and the diagrams.

I have tried using WinPic, WinPic800, PicPgm, PonyProg and ICProg, multiple versions of each one. In the applications that can detect the hardware, they almost always do, but none of them can detect what PIC micro I have in the ZIF. I have tried at least 3 of each, as well as some other kinds of PICs (16f877a, 18f4550, 18f2455 etc..), just trying to get these applications to detect (the ones that can). I can't seem to figure out what is wrong, I'm almost tempted to replace all the parts on the board.

As for voltages, with the green LED on I get the following, with respect to ground

Vpp = -0.45V
Vdd = 2.41V

When I click read all (WinPic800) and the red led goes on, I get the following
Vpp = 7.68V (with a high of 9.22V)
Vdd = -0.38V

I tried to measure when writing, but it doesnt seem to last long enough for me to get a good reading before an error is spit out.

Any help would be appreciated.

I think Q1 is defective, I am measuring across the CE with + on E and - on C, and I am reading that it is conductive, when it should be infinite resistance (not conducting).

Yes. The Q1 E-C should be infinite resistance.
Just remove one of the E or C and check agin see if the resistance changes. Otherwise change the Q1 by any NPN type transister or contact support@mcumall.com

Ok, I tested it, and it seemed fine, the conducting must've been another path, but I replaced the transistor with a 3904 anyways. I am still having the same problems though.

Change to another desktop computer and try. It seems your comport may not work correctly.
The voltage you measured are incorrect reading. The VDD is too low.
If should be between 4-5V.

Also, confirm your cable is the right one. pin to pin no cross cable.
