This is a strange problem. I can read a M2732A eprom but when I attempt to program it, with no offsets set, instead of starting writing at address 0 it begins at address 800. What is even stranger is that it will not verify because it checks address 0 for what should have been written there even though it actually wrote it to address 800. The programmer seems to have a write address problem.

I don't think it's a bad address pin. First it happens on more than one chip. Second, it reads the correct address but writes to the wrong address. The address pins are used for both reading and writing.

All chips of the same batch? Not damage to the pin itself but the logic circuit inside the chip.

There are Chinese M2732A that are a clone/dye transfer/ or somet kind of counterfeit. They look like new but have bogus STM date codes. Some batches work 100% fine. Others batches 10%-100% will not program. If I can get them to program they work fine.
Some times you even get a 2732B type dye in a m2732a labeled chip which means burn at Vpp 12.5v So try other voltages and more chips too specially if you got *new* Chinese M2732A.

True that they always seem to somehow mange to mix up the VPP.
