 problems reading OR USING THE 10f222 PIC

Hello PIC forum,

This is my first USB PIC Programmer and on the satic bag Included this forum site and a download site for software which is,

and I cant get this programmer to read the 10F222 PIC that im ring to see whats on it?
this PIC is custom made for charging super capacitors and has pre set voltage ratings and I would like to try to change their values but I cant do anything so if someone can help that would be great!!
I could be installing the PIC in the wrong spot on the programmer or not even the right way so I really don't know what im doing yet so as soon as I know the basics I will be able to figure the rest out.

ok I was able to install the pic programmer and I have it read my pic 10f222 and it tested fine. but I don't know anything about binary codes or how to program or just make simple adjustments to what's already on it? this one of many super capacitor chargers I have is only setup for 2x 400 farad 2.7v caps which use two parallel in one bank running at 5.4v which the guy that programmed this pic set it to charge at 5.33v as not to load it 100% so they would last lomger which makes good since to me.
this charger is only setup to do one thing which is to charge a bank of 2.7v 400 farad which is 5v but the limit to them is 5,4 to makes these last as long as they can. I have a few other super capacitor chargers that charge at different limits also which fist 3x types of super cap's, one charger does 4x other things like charge singles cap's to 2.5v or 2,7v and then when banking these caps in sets of two 2.5 you can charge them you can charge them up to 4.33v max
if anyone can send/show me to a place to where I can get more helpful info about programming a pic hat would be great or if there is a book or program that someone that was new started to use.
