Yes. I believe the GQ-3X is able to program this chip. 28 pin UV erasable PIC16C62A.

Name="PIC16C62A",ID="2901A",Class="PIC16C73A",Category="MCU",MFG="Microchip",Adapter="ICSP/PIC adapter+, no adapter required on GQ-4X";

However, if you chip is code protected, then no programmer may not be able to program it. The UV light may be unable to erase the code protect CFG bit.
