LOW pin on ICSP header

What is the purpose of the LOW pin on the ICSP header? Also when programming using ICSP do I need to power the chip externally or programmer will provide the power to Vcc and Vpp?

You do not need to use LOW pin. Connect the rest of pins will be fine.
The programmer will provide the VCC and VPP.
