Wondering can my GQ 4X read / programe a 24LC128 in circuit ?

In most of case yes. But you need to know how the chip circuit designed.

The GQ-4X programmer software I2C chip A0,A1,A2 addresses are reconfigurable. This feature is very good on in circuit programming.

are there only certain pins i need to connect and does the chip i am reading get powered from its on power supply.

For the in circuit reading, try to connect all pins except the VCC pin 8. The chip power should be supplied by the target board(the chip board).
